"Healthy Children, Healthy Women of Northern New Mexico" Proposal
The strategic choices I made in the development of the "Healthy Women Healthy Children of Northern New Mexico" proposal focused on how the audience, purpose, and medium were tailored to address the critical health disparities in Rio Arriba County.
The primary audience consists of healthcare administrators, local policymakers, and potential community partners (such as SNAP and WIC offices). Because the data reveals stark racial disparities—specifically the 13% prenatal care rate for Black women compared to 72% for White women—the proposal was designed to speak to decision-makers who have the authority to reallocate resources. By highlighting the ratio of one provider per 1,820 residents, the document targets those who understand that systemic "provider deserts" require institutional intervention rather than just individual behavior changes.
My purpose in this project was twofold: to advocate for a mobile, multi-pronged healthcare delivery model and to secure "buy-in" for an integrated approach to maternal health. Rather than focusing solely on clinical outcomes, the proposal deliberately connects health to socioeconomic stability. By including objectives for higher education and monetary management, the focus shifted from a temporary medical fix to a long-term poverty reduction strategy for the 2,539 single female households in the county. The goal is to move the needle on infant mortality rates by addressing the "perinatal conditions" cited in the 2014 health profile through consistent, early intervention.
Choosing a formal program proposal as the medium, ensured a structured, evidence-based presentation of facts and solutions. This format allows for the inclusion of quantitative data (County Health Rankings) alongside a clear logic model (Program, Environmental, and Behavioral objectives). A professional proposal serves to establish credibility with stakeholders, while the "Evaluation Approach" section ensures transparency and accountability. This medium is the standard vehicle for securing collaborative partnerships and funding necessary to launch the mobile units and educational services described.
